Post Disaster Conference

Review of health sector response to Earthquake in Nepal


Nepal Public Health Association (NEPHA) and General Practitioners’ Association of Nepal (GPAN) in association with Epidemiology and Disease Control Division (EDCD)/DoHS is going to organize the Post Disaster Conference entitled “Review of Health Sector Response to Earthquake Disaster in Nepal” on June 27-28, 2015 in order to review the current activities of disaster response.  We are planning to utilize the post-disaster timing for reviewing the health sector response activities and find out the gaps if it exists. We will be sharing knowledge and experiences among disaster management experts from different countries across the globe and finally recommend rectification plan if there are any gaps and also recommend risk reduction strategy for safety and security for future disasters. The majority of the participants will be health professionals such doctors, emergency physicians, primary care physicians, public health professionals, nurses, paramedics, medical students, social workers, volunteers, managers, policy makers etc. 
As you know, many disaster response activities, (particularly emergency medical response) by different organizations/institutions are almost over now. However, many activities are still on the way as the part of health sector response to the earthquake disaster that occurred on April 25, 2015 and May 12, 2015. In this juncture, people might have few questions regarding the activities of health sector response that needs to be addressed honestly by reviewing ongoing activities in order to answer to the following questions:
  • Are we doing right? Who are doing what, after disaster?
  • Is there good coordination between various organizations? 
  • Is there clear guidelines / protocols?
  • Is the manpower satisfactorily enough?
  • Were they trained for disaster medicine?
  • Is the logistics supply is satisfactorily enough? 
  • How many injured were saved?
  • Is the service provided by private hospitals/medical colleges acknowledged?

Objectives of Conference

  1. Review of ongoing health sector response particularly emergency care and medical support to the victims of latest earthquake in Nepal and find out the gaps. 
  2. Review of ongoing logistic management to recent earthquake disaster in Nepal and find out gaps.
  3. Share knowledge and experience of disaster response from other countries. 
  4. Review the availability of existing medical professionals and hospital care in terms of disaster response. 
  5. Recommend country specific emergency medical care protocol/guidelines for disaster management.
  6. Recommend country specific disaster risk reduction strategy to the government.

इबोला रोग

इबोला भनेको के हो ?

इबोला भनेको एक प्रकारको भाइरस हो र यस भाइरसले गर्दा हुने संक्रमणलाई इबोला रोग भनिन्छ । यो रोग पहिलो पटक सन १९७६ मा Nzara, सुडान, याम्बुकु र Democratic Rebulic of Congo मा देखा परेकोे थियो । पहिलो पटक इबोला नदी नजिकै देखा परेको हुनाले यसको नाम इबोला राखिएको हो । यो रोग लागेमा ९० प्रतिशतसम्म मानिसको ज्यान जाने गरेको छ । यो भाइरसको विभिन्न प्रजातिहरु छन् र यो अफ्रिकी राष्ट्रमा मात्र नभएर अरु राष्ट्रहरुमा पनि महामारीको रुपमा फैलिरहेको छ ।


इबोलाको लक्षणहरु

विश्व स्वास्थ्य संगठनका अनुसार यसको प्रारम्भिक लक्षणमा एक्कासी ज्वरो आउने, एकदमै कमजोर हुने, मांसपेशी दुख्ने, टाउको दुख्ने र घाँटी दुख्ने हुन्छ । यी सुरुवातका लक्षणहररु मात्रै हुन । त्यसपछि वान्ता हुने, झाडापखाला लाग्ने र कसैकसैलाई बाह्य तथा आन्तरिकरुपमा रगत बग्ने पनि हुन्छ । यो भाइरस शरीरमा प्रवेश गरेको २–२१ दिन भित्र यसको चिन्ह तथा लक्षणहरु देखिन थाल्दछ । यो रोग लक्षण देखिनु पूर्व तथा श्वासप्रश्वासको माध्यमबाट एक व्यक्तिबाट अर्को व्यक्तिमा सर्दैन ।


इबोला कसरी सर्छ ?

यो रोग संक्रमण भएका चिम्पांजी, चमेरो र जंगली मृग जस्ता जनावरहरुको निकट सम्पर्कबाट मानिसमा सर्ने गर्छ । खोप र उपचार पत्ता नलागेको इबोला भाइरस सामान्य रुपमै सर्छ । मानिसबाट मानिसमा चाँहि संक्रमित व्यक्तिको र-याल, रगत, दिसा पिसाब, पसिना, वीर्य, योनी रस आदिबाट र संक्रमित वातावरणमा लामो समय बिताउँदा अप्रत्यक्ष तवरले सर्ने गर्छ ।

इबोलाबाट उच्च जोखिममा रहेका व्यक्तिहरु

  • संक्रमित क्षेत्रका सम्पूर्ण व्यक्तिहरु
  • संक्रमित ठाँउ नजिकैका व्यक्तिहरु
  • स्वास्थ्यकर्मीहरु
  • संक्रमित व्यक्तिको निकट तथा हेरचाह गर्ने व्यक्ति
  • गरिब तथा पिछडिएका वर्गहरु


रोकथाम तथा उपचार

इबोला रोगको रोकथाम लागि गर्न सकिने कुराहरु यस प्रकार छन्:

साधारण व्यक्तिले अपनाउनु पर्ने सावधानीहरु

  • सरसफाईमा ध्यान दिने,
  • पूर्व सावधानी अपनाउने र जोखिम घटाउने,
  • संक्रमक व्यक्तिको शरिरबाट निस्कने तरल पदार्थ( जस्तै रगत, खकार आदि) को सम्पर्कमा नआउने,
  • सार्वजनिक स्थलमा रहेका साझा रुमाल तथा अन्य वस्तुहरु नछुने,
  • संक्रमक व्यक्तिको हेरविचार गर्दा आफू पञ्जा, मास्क जस्ता सुरक्षित सामानहरुको प्रयोग गर्ने ,
  • जंगली जनावरहरुको मासु काँचै नखाने, राम्रोसँग पकाएर खाने,
  • संक्रमणको उच्च जोखिम भएको ठाँउमा नजाने,
  • अनावश्यक यात्रा नगर्ने,
  • इबोला रोगको संक्रमणबाट मृत्यु भएका मानिसहरुको अत्येष्टि गर्दा पनि पूर्ण सावधानी अपनाउनु पर्ने हुन्छ ।
  • रोग लागेका शंका लागेमा तुरुन्त स्वास्थ्य संस्थामा गई जचाँउने,


स्वास्थ्यकर्मीले ध्यान दिनुपर्ने कुराहरु

  • इबोला रोगको बारेमा पूर्ण जानकारी राख्ने र जानकारी दिने,
  • यो रोगबाट संक्रमित व्यक्तिको उपचार गर्दा पूर्व सावधानी अपनाउने जस अन्र्तगत मास्क, पञ्जा, एप्रोन लगाउने,
  • संक्रमण भएका व्यक्तिबाट अरु व्यक्तिमा संक्रमण सर्न नदिन संक्रमितलाई विशेष उपचार कक्षमा राखी उपचार गर्ने,


इबोला रोगको उपचार

इबोला रोगको उपचार हालै अमेरिकाको एटलान्टास्थित एक अस्पतालमा सम्पन्न भएको कुरा जानकारीमा आएको छ । निको पार्ने अहिलेसम्मकै औषधि पत्ता लागेको भएपनि यसको उपलब्धताबारे केहि खुलाइएको छैन ।


नेपालमा इबोला

हालसम्म नेपालमा इबोला भाइरस देखा परेको छैन । तर यसको आतंकबाट पनि नेपाली समाज टाढा छैन । हाम्रो जस्तो विकासन्मुख देशमा यो रोग देखा परेमा धेरै भन्दा धेरै मानिसको ज्यान सक्छ । हामीसँग इबोला विरुद्ध लड्न न त कुनै औषधी उपचार नै छ न त कुनै प्रयोगशाला छ । त्यसैले नेपालले पनि त्रिभुवन अन्तराष्ट्रिय विमानस्थलदेखि विदेशी यात्रुको स्वास्थ्य निगरानी र परीक्षण शुरु गर्न डेस्क स्थापना गरेको छ । इबोला भाइरसको फैलदो संक्रण बारे सर्तकर्ता अपनाउन नेपाल सरकारले अफ्रिकी मुलुकबाट आउने पर्यटक र यात्रुलाई तत्कालका लागि नेपाल भ्रमणको भिसा नदिने निर्णय गरेको छ भने नेपाली नागरिकलाई अफ्र्रिकी मुलुकमा भ्रमणका रोक लगाउने भएको छ ।
